Everyone thinks strategically; it's how we choose to do this instead of that. But everyone can learn to think more strategically. We know that because big, powerful, successful companies have gone bankrupt, even though they were run by smart, educated, experienced, dedicated, incentivized people who wanted to succeed. I've spent 40 years learning how to think more strategically. It's not technical, it's not magical, and it's not painful. It's also not obvious. But all it takes is just an open mind and a little time. Also, it's fun.
